Toy Association Provides Industry Input on EPA’s Proposed TSCA Framework Revisions

On November 7, The Toy Association™ submitted comments to the U.S. Environmental Protection Agency (EPA) regarding the agency’s proposed revisions to the Toxic Substances Control Act (TSCA) Risk Evaluation Framework, which is used to evaluate existing chemicals under TSCA Section 6(b).

In its submission, The Toy Association expressed strong support for efforts to streamline processes and return to a more targeted, “condition-specific” approach to evaluating chemical risks, rather than the broad approach introduced in a 2024 amendment, which led to overly restrictive determinations. The comments also highlighted the importance of maintaining consistent federal rules, recognizing real-world safety controls used in manufacturing, and providing clearer scientific definitions to support predictable and transparent decision-making.
